You can catch the Deuce across from both Mandalay Bay or Luxor, it's just as easy though to take the monorail from MB down to Excalibur then walk the pedestrian bridge over to the MGM and catch the bus their.
This is a map of the Monorail, and the LV strip, but if you look closely you can see the pedestrian bridges over the strip(they are grey)

From Harrah's to Paris is not that far to walk and there is a pedestrian bridge over Flamingo Rd. It runs from Bill's Gamblin Hall over to Bally's.
The Deuce probably takes around 25-30 minutes, depending on traffic, to get from Fremont St to Harrah's. It only takes the bus 45 minutes from McCarran airport to downtown.

Getting around Vegas cheap?I like riding the Deuce. I didn't think I would but it really isn't bad at all. A 24 hr pass can be had for cheap, like $5. You can take the free tram up to the Excalibur, then walk across and make your way over to the MGM Grand. The Deuce can be caught right in front the MGM Grand.
